Syndicate Level files are not fully reworked.
These files store positions of objects that can be destroyed or are movable (people, trees, your agents, weapons, cars, etc.). The various objects are stored inside these files in arrays. Every array begins on a constant offset and has a maximum capacity relative to amount of space reserved for it.
Reworking these files is required to create full level+map editor.
I've made a program that can help decoding these files by extracting
single arrays for all object types into separate files,
it also allows to merge modified arrays again, to see what changes
when an array is modified.
You must use DeRNC before using this tool.

Note that "Freesynd" level reader is a continuation of this work, and therefore this one is now outdated. To see most recent progress in reworking level files, check the Freesynd source code.
